It is evident that this mark was deliberately made by someone, presumably Vivi, evoking an iconic moment from the Alabasta arc. Since Vivi is aboard Big News Morgans’ ship, it’s most likely she is responsible for the alteration. Only Vivi and the Straw Hats know the meaning of the mark, so it confirms she is the sole person behind this deliberate change.

During theAlabasta arc, the Straw Hat crew at the time, which includes the six currently present on Elaph,decided to draw an “X” mark on their left armto counter Mr. 2’s impressions tricks. This mark later leads to a touching moment in Chapter #216, when Vivi, unable to join the crew due to her royal duties, asks if they will remain friends. Though chased by Marines and unable to respond verbally, the Straw Hats raised their hands with the “X” mark, silently promising their bond would last forever. Since then, the mark has become a symbol of nostalgia, and its reappearance in the latest chapter suggests it will now signify the long-awaited reunion between the Straw Hats and Vivi.

This explains why she altered the newspaper photo of Luffy: it’s her cry for help.
